It's very pretty but since it's just a cape, the costume moves a lot and my pet can't keep it still.

Yes. The pouch supports the whole body, the opening is soft and stretchy so there is no pressure on her neck, and she can climb out any time she wants.

There is a horizontal zip across the front. Unzip it, your cat climbs into the pouch, and her head pops out through the round opening below. Zip it back down and she is tucked in against you.
